Cllr Rowe declared an interest in agenda item 10 (minute ref. 49/25) as he is due to be reimbursed by the parish council.

Cllr Rowe explained that he had offered to help Cllr Rye set up her gittisham.org.uk email account.

Cllr Rowe said he would talk to Cllr Orchard about updating the emergency plan, especially regarding people named as emergency contacts.

45/25 To receive reports from County Council and District Council representatives

Neither Cllr Bruce nor Cllr Jefferies sent reports in their absence.

ACTION: Clerk to ask Cllr Jefferies if he can find out whether or not DCC is able to improve mobile ‘phone coverage, or whether this is done by a consortium of network operators.

46/25   To consider the following planning applications:

  1. 25/0659/LBC – Rapshayes Farm Gittisham EX14 3AB – To take down existing wall to barns 1 and 2 and rebuild as masonry cavity wall with stone face
  2. 25/0660/VAR – Rapshayes Farm Gittisham EX14 3AB – Variation of Condition number 2 (approved plans) on planning permission 20/0781/FUL (Conversion of barn to holiday let accommodation) proposal to take down existing wall to Barns 1 & 2 and rebuild as masonry cavity wall with stone face

Councillors said it was not clear what changes had been made to the previous application.

ACTION: The Chair to report back to members on the changes.

47/25     To receive reports from councillors on areas of responsibility and actions since the last meeting:

  • To consider the provision of superfast broadband in the parish (Cllr Powell)

There was no update this month.

23/1632/MOUT Coastguard Road Ltd Devonshire Road Heathpark Industrial Estate Honiton EX14 1SD – Outline application for Class E development within two sites (Phase 2A & 2B) to the west of Coastguard Road, Honiton (all matters reserved).  Approval with conditions, including works M-F 0800-1800 and Sat 0900-1300 only.

25/0856/FUL 1 Church Mead Gittisham EX14 3AH – Replacement single storey side extension with associated internal alterations.  Approval.

  • To receive an update on Highways 

4–6 August road through Alfington closed for Wales and West Utilities work.

7 August 0700–1900 temporary one-way along old A30 adjacent to Honiton Agricultural Show.

Members noted that the Alfington road closure is scheduled to last until the end of August, not as indicated.

  • To consider plans for expenditure in the parish under the Community Infrastructure Levy & S106

Cllr Orchard sent the following report in his absence:  “EDDC considered CIL applications and has awarded £601k CIL for Honiton area sports.  Planning permission must now be secured by Youth football and Honiton Cricket Club 3G projects to draw down CIL/S106 from EDDC.  Honiton Rugby Club drainage and floodlight works are in full progress.  Honiton sports clubs to be asked to apply (to the Town Council) for that remaining S106 funding including Honiton based, to a deadline date around 15 August 2025, benefit also to Gittisham residents, and what match funding has been secured.  Honiton S106 committee meet early September to assess further bid applications to take forward to EDDC.

The CIL application included £208k S106; EDDC now holds £345k S106 including 2x Hayne Lane development contributions in Gittisham and other smaller developments. £200k of S106 has been allocated to rugby club project. £177k remains available for wider projects (not only youth football and rugby) for sports pitches (ie not pavilions).”

  • To receive an update on public transport

There was no update this month.

  • To consider climate change measures within the parish, including proposals for rewilding land in the parish

Cllr Rowe said he had asked Cllr Bruce to enquire after the officers he had been dealing with previously on rewilding.

  • To consider limited residential development in the parish

Cllr Valentine said EDDC’s planning officer was still awaiting a consultation response from the county ecologist.  A decision is expected within the next week or so.

Regarding EDDC’s Local Plan, Cllr Valentine reported he had spoken to planning consultant Charlie Hopkins regarding representation at the Local Plan enquiry later this year (or early next year).  His diary is busy in October, but otherwise he is happy to help.  He is not representing any other PC or party in respect of the current EDDC Local Plan. 

Members RESOLVED to approve £2,000 of expenditure for Mr Hopkins’s initial assessment.  Cllr Valentine will prepare a summary of PC representations previously made, and give Mr Hopkins the opportunity to assess the likelihood of GPC being successful in making further representations at the public inquiry.  Members can then consider whether or not to attend the Inquiry on behalf of GPC.  Having Mr Hopkins’s assessment, Cllr Valentine argued, would provide a better basis on which to consider further expenditure over and above getting his professional assessment.

Members heard that Axminster TC is suggesting there were irregularities at EDDC’s Local Plan meetings, but Cllr Valentine cautioned that if the inspector finds the plan unsound, it could open a new can of worms.

ACTION: Clerk to enquire if EDDC has published the responses to its public consultation, or can make them available in some way.  If not, clerk to ask DALC if it’s possible for GPC to submit a Freedom of Information request along similar lines.

  • To consider the creation of a footpath linking Hayne Farm with Gittisham village

There was no update this month.

  • To consider the refurbishment and maintenance of the village play area

Members discussed reviving the boules court, after a request from a resident and also having seen the new one in Tipton St John, and it was agreed to investigate how much it would cost to bring it back into use.

The Chair said she hoped to meet Michael Poll the following day when he is in the village to chat about the appropriate management of wildness for the wild area, following a comment from a resident about the height of grass and brambles around the tower slide before they were cut.  Members felt that with the continued hot and dry weather, now might be a good time to cut the grass right back.  Cllr Rowe said a resident had asked if adult fitness equipment could be installed in the play area, and the clerk agreed to investigate costs but warned they could be significant.

ACTION: Clerk to ask Fabian Trim for a quote for work on the boules court. 

Clerk to purchase a new set of boules. 

Clerk to investigate prices of adult outdoor fitness equipment, and to enquire if future CIL money would cover this. 

Cllr Rowe to revisit the signage for the play area.

  • To consider work to be carried out by the lengthsman to maintain ditches and drains in the parish

The Chair said that Fabian Trim had carried out some work, including strimming the river so that it is ready for the duck race.  He will be strimming the ditch by the village green, and they will be cleared once ground conditions permit.  Cllr Rowe said he had purchased some cones and road signs for future lengthsman work.  It was agreed that a list of items to see to should be drawn up in the coming months. 

Coincidentally it emerged that some council highways contractors had visited to cut drainage splays which direct water from the road into ditches along Parsonage Lane and up to Bellevue and other areas around the village; also they have cleared the drainage holes into the river along the road towards Catshayes.  Cllr Valentine commented that the village bus shelter was showing signs of wear and tear, and would need to be replaced at some point.  It would be wise to draw up a list of the state of assets and factor this into future budget setting.

ACTION: Chair to ask Fabian Trim if he will consider attending emergencies.

The Chair said she had received an email from Graham Braddick thanking the parish council for its support regarding the Roebuck Farm application and tree felling.

Gittisham Village Fete £500 upfront costs

Cllr Rowe returned to the meeting.

Members were informed that the current bank balance stands at £23,464.74 (which includes approximately £7,258 in the business reserve account). 

50/25 To consider proposals to reduce the balance of Gittisham Parish Council’s reserves

Members noted that £2,000 would be spent on Charlie Hopkins’s initial planning assessment.  The clerk advised that adult outdoor fitness equipment would come with a significant cost.

Cllr Pester said he was drawing up a welcome pack with useful information that could be given to every new resident; members discussed potential content and Cllr Pester agreed he would circulate a draft to members.  Maggie Walker and Paul Wakley have agreed to write some text.  The pack would be low-cost, and only printed as and when necessary.  He mentioned that Budleigh TC had some good maps covered with fibreglass on a weatherproof board. 

ACTION: Clerk to ask Budleigh TC who provided the maps / boards. 

Clerk to ask DALC for a recommendation on an ideal amount of reserves.

Members thanked Pierre Graeber for repairing the parish council’s printer.  The clerk agreed to enquire about using the side room at the village hall for meetings.

  Around the world


Gittisham Flower festival at the church took us on a floral journey around the world. Our talented flower arrangers showed us the cool blues and whites of the Arctic, an explosion from Mount Vesuvius, exotic blooms from Ghana and colours and fragrances of India. If the sight of croissants or the thought of cream teas made us hungry there was plenty of refreshment on offer at the village hall. And all accompanied by the sounds of birds in the tropical forests of Brazil. Helen Hayman says “A HUGE THANKYOU’ to our talented & creative flower arrangers & all who gave of their time & talents to sing at the AMAZING Concert, bake YUMMY cakes & cream teas, prepare & serve DELICIOUS Lunches. And to everyone behind the scenes who helped to make it all run smoothly.  A GREAT TEAM effort. But most of all Thank You to all who came & enjoyed a helped to raise just under £2k to help us maintain & care for our beautiful Village Church. THANK YOU ALL so much!

            St Michael’s Church Julia Barratt The Reverend Scott Angell after his ordination as a Priest in June at St Paul’s. We look forward to him celebrating his first Eucharist at St Michael’s in August. The sad news is that the Reverend Sue Roberts who has been the Rector in the Honiton Team for nineteen years will be leaving us in the Autumn to take up a new post in Tiverton. There will be an opportunity to say goodbye to Sue and wish her well in her new ministry in due course.  


On a more cheerful note! We are very much enjoying the fruits of the labour earlier in the year of the Churchyard Brimbles in the Old Churchyard. What a wonderful transformation! Do come and look!   Finally much fun was had by all at the Pet Service especially the Tortoise, who proved to be surprisingly fast when let out of his box! Much to the consternation of the intrigued dogs, the delight of the children and the amusement of the Grown Ups!       Next Natter & Nibbles at Gittisham Farm!  Saturday 9th August 10-12noon , all welcome! This has been a busy month for Gittisham Hall with lots of private bookings and some wonderful community events!
The Father’s day BBQ was particularly well supported with some saying it was the best ever! thank you to Sara for organising a fabulous spread and to Nick and Co for the band!
We also enjoyed some great live music from Set in Stone! Thanks to Jess and Toni for organising and Dentry Carpentry for sponsoring this fantastic event!

Your support has enabled us to purchase a fantastic new hand dryer for the ladies loo! Congratulations to Connor Davey on passing his phase 1 and graduating in the RAF. His graduation was at RAF Halton on the 18th of June. The passing out parade was accompanied by the RAF Regiment Band and had a Spitfire flyover. His family and friends are very proud and wish him good luck with the next stage in his journey.
 

Gittisham Village Fete – We Need You!

Saturday 30th August 2025 | From 2.00pm

With just under two months to go, preparations are in full swing for this year’s Gittisham Village Fete – a wonderful celebration of our community. But to make it all happen, we need your help. Last year was a fantastic day, but we were stretched thin on volunteers. A small group ended up covering far more than expected. This year, we’re asking for more helping hands, even just for an hour or two, so everyone can enjoy the day. Whether you’re new to the village or have helped before, please consider joining the team – it’s a great way to meet people and be part of something special.


Volunteers Needed We’re looking for people to help with the following roles:

  • Traffic management and car parking
  • Admissions desk (welcoming visitors)
  • Duck Race team (setting up and launching ducks)
  • Serving cream teas in the Village Hall
  • Cakes! (selling and baking)
  • Ice cream sales
  • Bar team
  • Tombola stall
  • Dog show assistance
  • Setup and end-of-day pack away

Gittisham Parish Council JULY 2025 Report

Four councillors met for the July meeting along with one member of the public.

EDDC Local Plan. David Valentine reported he had spoken to planning consultant Charlie Hopkins regarding representation at the Local Plan inquiry later this year (or early next year). His diary is busy in October, but otherwise he is happy to help. He is not representing any other parish council or party in respect of the current EDDC Local Plan. Councillors resolved to approve expenditure for Charlie Hopkins’s initial assessment. 2025-06 Parish Council meeting minutes 5 June 2025

Before the start of the meeting, former parish councillor Maggie Walker thanked the council for the gift she had received upon her resignation.  Ms Walker said she would continue to support the council’s activities.

The Chair and Cllr Valentine declared an interest in agenda item 7a) (minute ref. 26/25).  Cllr Valentine is the applicant, the Chair is a Gittisham CLT shareholder.

24/25        To consider actions from the last meeting not otherwise on the agenda

Cllr Valentine said he would be happy to meet planning consultant Charlie Hopkins regarding EDDC’s Local Plan and potential representation at the EiP.

Cllr Powell said he had spoken to EDDC’s Planning Policy officer regarding the selection (or not) of brownfield sites in the Local Plan.  There followed a discussion about changes to planning policy over the last two decades.

25/25 To receive reports from County Council and District Council representatives

Cllr Bruce said many would be aware of the alleged illegal action taken by contractors for Greendale concerning the widening of the entrance to Roebuck Farm near Gittisham on 23rd May. The wholesale removal of a number of mature trees without planning permission, and within the bird breeding season has been reported to the wildlife officer at Devon and Cornwall Police. Given the seriousness of this action, Cllr Bruce said he is asking EDDC if there is anything that can be done to stop this type of destructive act being perpetrated in the future.

He understands from EDDC’s tree officer that, as the trees are now down and were not listed, there is little EDDC can do. He is also informed that the damage to the trees occurred outside the boundary of an application currently under review.  Cllr Bruce said he was not sure this will have any bearing on the apparent breaking of the wildlife law, but he will be adding this information to his report to the police.  Given the volume of emails and ‘phone messages he had received on this subject, he has requested that the district council leader writes to the police, as well as the Police & Crime Commissioner, to ensure this issue is not lost in the ether.  

Cllr Bruce explained that the incident was discussed at Wednesday’s EDDC cabinet meeting, where cabinet members shared his concerns.  Parish councillors discussed on what basis wildlife law would be applicable in this case.  The Chair said she had been in touch with residents in the area and the chair of Awliscombe Parish Council, and spoken to EDDC’s enforcement officer.

ACTION: Clerk to get in touch with Devon & Cornwall Police to express concerns, and reply to residents and Awliscombe PC chair with a summary of what has been discussed at this meeting.

Members noted Cllr Bruce’s report that a motion is going to full council for removal of permits to allow East Devon hunting groups to muster in car parks. 

Cllr Bruce, the Chair and Cllr Valentine left the meeting.  Cllr Rowe took the Chair.

26/25   To consider the following planning applications:

    1. 24/0514/FUL – Land adjacent to Town House, Gittisham EX14 3AJ – Demolition of existing agricultural buildings. Proposed housing scheme for 6no. CLT owned affordable homes for rent, and 3no. Estate owned open market houses

Councillors noted that the amendments relate to extending the site to meet the biodiversity net gain requirements.  Members resolved to have no objection to a) and expressed their support along the same lines as before. 

The Chair and Cllr Valentine returned to the meeting.

b) 25/0885/FUL – Unit 3 Iron Bridge Industrial Estate EX14 3AN – Proposed enlargement of existing commercial building to provide additional warehouse space

c) 25/0369/FUL – Roebuck Farm Weston EX14 3PB – Proposed MOT station, hard-standing and widened access track (retrospective application).

Councillors resolved to have no objection to b).  Regarding c), members objected to this application which risks increasing vehicle movements in the surrounding area.  In addition, they expressed concern and disappointment that the tree cutting had taken place outside the context of a planning application.

Cllr Powell said he would ask Cllr Jefferies to follow up on former Cllr Twiss’s enquiries with a supplier regarding superfast broadband.  The clerk said she had responded to EDDC’s Rural Broadband Survey, and Cllr Rowe agreed to put a message on the village WhatsApp group encouraging people to respond before the deadline on Friday, June 6.

Cllr Orchard reported that EDDC have released £200k of S106 money to Honiton Rugby Club for improvements to floodlights and drainage.  Work should start this month for completion by the forthcoming season. Part of this sum was a contribution from Baker Estates to Gittisham Parish.  Strategic Planning Committee were due to meet a week later to make final decisions.

The Chair thanked Cllr Orchard for attending Honiton TC’s Sports Working Group meeting on 4th June.  This follows EDDC’s CIL working party which recommended Honiton projects for CIL support on 19 May, totalling £601k.  Honiton TC will write to all Honiton-based sports facilities and clubs asking for ideas.  The next meeting will take place in September 2025, when decisions will be made on which ideas to fund.  Cllr Orchard said he was satisfied that many of these S106- and CIL-funded projects would benefit Gittisham parishioners.

  • To receive an update on public transport

Cllr Orchard reported that South Western Railway transferred to public ownership on 25 May, joining Network Rail, LNER, Northern, South Eastern, and TransPennine in the Government’s train set. 

  • To consider climate change measures within the parish, including proposals for rewilding land in the parish

There was no update this month.

  • To consider limited residential development in the parish

Cllr Valentine said he expected a decision on the amended application following the extended deadline at the end of June. 

  • To consider the creation of a footpath linking Hayne Farm with Gittisham village

Councillors discussed issues such as liability with proposals to install matting on the grass verge from Devonshire Road towards the Otter Inn, with the aim of encouraging people to walk rather than drive.  Members agreed a meeting with DCC’s local highways officer would be a good starting point to see if DCC would consider it.

ACTION: Clerk to arrange meeting with Tom Cox.

  • To consider the refurbishment and maintenance of the village play area

Councillors discussed the appropriate management of wildness for the wild area, following a comment from a resident about the height of grass and brambles around the tower slide before they were cut.  Cllr Powell suggested cutting it right back and see what flowers next spring.  He added that Devon Wildlife Trust had approached him to offer a mini tree nursery, which could be planted in a corner of the play area.

ACTION: Clerk to arrange meeting between Michael Poll and Cllrs Powell, Pester and Rowe to discuss management of the area.

  • To consider work to be carried out by the lengthsman to maintain ditches and drains in the parish

Cllr Powell said he had been speaking to somebody who might be interested in taking on the lengthsman work.  Cllr Valentine asked if the length of growth in the stream was a concern, but the Chair said she did not think it was.

ACTION: Cllr Powell to arrange a meeting between Len Abbott and the person who had expressed an interest to share knowledge of the parish.

The Chair passed on a message from former councillor Janet Twist, who thanked the council for the gift she had received upon her resignation.  On a separate note, the Chair said how disappointing it was to read an article how some other rural communities in Devon are predicting seven or eight years until they can be connected to superfast broadband.  Members heard that some homes in nearby Talaton had been cut off from Voneus broadband, including the parish hall.

Members resolved to adopt the 2024-25 accounts.  Prior to the meeting, the clerk circulated the accounting statements.  The parish council ended the financial year on 31st March 2025 with a balance of £22,557.44 (inc. £7,257.61 in business reserve, with £100.73 interest accumulated this year).  There is VAT to be recovered of £311.20.

33/25     To consider the criteria for meeting exemption from the annual limited assurance review 2024-25, and approve the exemption certificate

Members agreed the criteria had been met, ie that during the financial year 2024-25 the higher of the parish council’s gross income or gross annual expenditure for the year did not exceed £25,000.

34/25     To set and approve the period for the exercise of public rights 2024-25

Members approved the period for the exercise of public rights to extend from 9th June to 18th July 2025.

35/25 To consider proposals to reduce the balance of Gittisham Parish Council’s reserves

Members discussed proposals, including a bench at the west end of the balancing pond by Rowan Close.  Residents in neighbouring properties will need to be informed.  Members agreed a new noticeboard outside the village hall would be welcome.  Another proposal featured a history trail through the village. 

Cllr Pester said he had found the two courses he’d attended (DALC’s Being a Good Councillor) very informative, and he had spoken with councillors from other parishes about initiatives their councils were developing.  Cllr Pester suggested adding a map to a revamped or replacement parish noticeboard, and he agreed to start drafting a welcome pack with useful information that could be given to every new resident.  This would for newcomers to the village for now, with the potential to extend to the whole parish at a later date.  This will be added to the agenda as a standing item.

Grain to Cream – Ed Hayman

I’m sure you will have noticed the new shed being built at Gittisham Farm on the site of the old farmhouse. It’s now been 14 years since the fire, and a lot has changed both on and off the farm; time does fly. With our calf-rearing facilities upgraded, this shed is the next step in improving animal health and performance, with weaned calves (3 months old) entering the shed and moving on again a few months later. The main benefits will be improved ventilation for the youngstock, labour savings, and a lower stocking rate across all sheds in winter. The weather has been on our side this spring, allowing us to take the 1 st cut of grass silage at the end of April before it went to seed. This means the crop is higher in energy with greater digestibility compared to grass cut at a later growth stage. Allowing the dairy cows to produce more milk from forage, and reduce the proportion of concentrates (Wheat, Rapemeal, etc) in the milking ration. It’s a sharp contrast from last spring, where I think if we had tried to take silage in April, it would have looked like a reenactment of the Somme! I’m sure we’ll soon be complaining that it’s too dry, although the clay-based soils on the farm are very good at retaining moisture. For the third time now, we have planted an acre or so of pumpkins, or a ‘hectare’ to the metrically minded. The first true leaves are showing, along with a flush of weeds, unfortunately. Luckily, I have a tractor-mounted inter-row weeder for the bulk of the work, and a begrudging workforce for the rest! Hopefully, come October, the field will be covered in every variety of pumpkin under the sun.

                          We are blessed here in Gittisham, to enjoy not just on Asencion Day but all year round, the glorious stained-glass window above the altar, showing Christ ascending to heaven with the disciples looking on in awe and wonder. As Thomas Traherne, the C17th priest-poet and mystic wrote: .. our enjoyment of the world is never right till until every morning we awake in Heaven; see ourselves in our Father’s Palace; and look upon the skies, the earth, and the air as Celestial Joys’.                                                                                                                                                   

There is definitely a lot to enjoy this summer in and around the Church!     As I write, the Church is looking wonderful with the amazing displays of flowers for Bill and Sara’s wedding. And so a very big ‘Thank You’ to the fantastic team of flower arrangers and to all those who helped with preparing the Church and also to the Churchyard Brimble’s for their work in the Churchyard!

Snapshots of Rural Life  – Adam Powell
I strongly urge you to sneak off for an hour or less and take a trip back in time at the Thelma Hubert Art Gallery, round the back of Dowell Street Car Park in Honiton. Until the June 28 there is an exhibition of photos by James Ravilious, he was commissioned, in the late 1970s and 1980s, to make a photographic record of rural life around Beaford in Mid- Devon. Living in the Parish of Dolton, he was well known and well liked. He had a habit of chatting to people, sometimes for hours, as they went about their daily tasks, then returning a few days later with a photo he had taken of them, they were often completely unaware of the camera. He used small Leica 35mm cameras, that he probably slipped in a pocket. James adapted his many cameras to reduce glare, as he often shot into the light. As a result, the large prints have detail right to the edges, they are endlessly fascinating. The photos capture intimately the events of the everyday, the people, the animals, and the landscape, in all weathers. There is the teenager running late for school, unaware he is being photographed from the top of the church tower. Three women assist an ewe lambing in a field. I was drawn to a formal photo of men well turned out, taken on Remembrance Day. Another shot captures a young hedge layer, sat back against the hedge he has just laid, he eats his lunch alone in the field. Then there is one of the milk cart half loaded with full churns, very soon to be replaced by the milk lorry from the Milk Marketing Board. And there are many more besides, I would choose any of these photos to hang in my kitchen, where I could look at its detail and composition endlessly. In all James Ravilious took over 80000 photos of rural life in Mid-Devon. This life was a harsh almost a subsistence one, where folk lived by seasonal rhythms; a life that has now been displaced by modern agricultural and desirable rural life.

I moved from London to a small Mid-Devon farm in the late 1970s, to say it was a culture shock is an understatement. We milked the cows by hand, making a soft cheese in the kitchen in the evening, to be sold in South Moulton Market the next morning. One of the farm cottages housed the post office, we killed, gutted, and plucked chickens behind the counter, between customers. That post office is of course gone, as is the farm, and village pub, a way of life almost past. But I expect the morning mist still hangs over the River Mole near that village, beautiful as ever. I have talked myself into having another look at those photos…. before June 28. Open Tuesday to Saturday 10am—5pm entry free, well worth a donation.    
 
    Pierre’s pop-up café will be in Gittisham Village Hall on Sunday 8th June.  On the menu is slow-cooked Provençal beef with gratin dauphinois – thinly sliced potatoes baked in the oven with cream and garlic.  There will be a vegan version of the potatoes, along with a mushroom and lentil terrine.  As usual there will be a selection of home-made cakes and pastries, coffees, teas and soft drinks including Gittisham-grown elderflower cordial served from 10am-4pm.  Vegans and coeliacs catered for.  If the weather is fine you’ll be able to sit and enjoy your food outside.  Please book for lunch if you can, as it helps us with numbers.  Call or text Pierre on 07545 214940.  Cash and cards accepted.

Six councillors met for the June meeting along with Alasdair Bruce (EDDC) and three members of the public.

b) 25/0885/FUL – Unit 3 Iron Bridge Industrial Estate EX14 3AN – Proposed enlargement of existing commercial building to provide additional warehouse space

Councillors resolved to have no objection to a) or b). Regarding c), members objected to this application which potentially risks increasing vehicle movements in the surrounding area. Alasdair Bruce said many would be aware of the action taken on 23rd May to remove a number of mature trees relating to the widening of the entrance to Roebuck Farm. Councillors expressed their concern that this didn’t appear to be part of the planning application and it was undertaken within the bird nesting season. Alasdair Bruce said he had shared the information at EDDC’s cabinet meeting, and has asked if there is anything that can be done to stop this type of destructive act being perpetrated in the future. The track entrance is in Gittisham parish.

Honiton sports provision. Peter Orchard reported that EDDC have released £200k of S106 money via Honiton Town Council to Honiton Rugby Club for improvements to floodlights and drainage. Work should start this month for completion by the forthcoming season. Part of this sum was a contribution from Baker Estates to Gittisham Parish, which councillors had decided previously was better spent on facilities in Honiton that could benefit Gittisham parishioners. Peter Orchard said that Honiton TC also has access to another pot of money for sports provision. HTC will write to all Honiton-based sports facilities and clubs asking for ideas. The next meeting will take place in September 2025, when decisions will be made on which ideas to fund.

Devon Communities Together have advised Stella that further documents will need to be agreed and uploaded to the Village Hall website, including a range policies such as: the financial reserves policy, health and safety etc. Stella volunteered to review, and coordinate our progressive production, agreement and publicising of these policies. Stella has arranged a meeting on the Wednesday 24th September to host DCT at the Hall. Discussion was had about catering and it seemed teas/coffees and homemade baked goods would suffice.

FinanceIn Damian’s absence, those present read through the highlights and Claire commented that the bookings are down on last year, and that social events have doubled. This is much to the credit of the Committee in organising so many social fundraisers; the successful Cabaret, the quiz and the cake sale all contributed significantly.
Jess, Nick and Toni are looking forward to Hallmaster and the organisation it will bring in terms of invoicing and managing of finances. 
Claire commented on the savings of the new cleaner and how the grass in the Garden needs more maintenance than currently. We have scheduled 10 cuts a season. Jess to ask Mike if he would consider being our gardener to cut the grass. Ask Maggie about the gardeners for the Church and if that is an option for the Hall.





GrantsThe committee has made some progress on supporting the lottery grant application, which is the only grant application we currently have in train and the primary vehicle for potential future upgrades to the hall. The meeting agreed a revised timescale of 10th June for all the committee to review the document and draft answers to the questions posed. It was agreed

Alex will get the grant application sent in June as we have had a number of responses from the committee. Thanks were given to those who have contributed so far.
Alex raised that East Devon are reopening the Carbon Action fund in September 2025. It was the grant we successfully won in 2024 for the solar panels so it could be used to apply for the air to air heat pumps or new batteries (Claire’s suggestion).
It was noted by Claire and Alex that we could invest in infrared heaters to run off the batteries from the Solar Panels to save on electric.

MaintenanceClaire ordering a new hand-dryer for the ladies toilet. It was agreed to get the one as we have had feedback that the current one is not working efficiently. Once installed we will look to do the same in the disabled and men’s toilets.

All Actions:

  • Further to agreement on a booking software solution, Nick agreed to
    draft a job description to clarify aspects of Carol’s role, supported by
    some notes from Damian on the process needed to reconcile bookings
    and costs.
  • Stella to share agreed resolution to amend the 1933 declaration of
    trust with the Charity Commission.
  • Stella to update the committee on plans to produce further policies
    that the Parish Hall is required to adopt and maintain.
  • All to review emerging lottery grant application and comment on
    google doc, by 1st June.
  • Nick, Stella and Jess to send Damian their full name, date of birth,
    address and contact details so that they can secure access to the bank
    accounts.
  • Various actions for all committee members relating to the upcoming

Old actions:

  • Damian to contact hall insurer and investigate how the installation of
    batteries and solar panels affects our insurance premium. He needs
    Alex to send him the final electricity certifications prior to approaching
    the insurer.
  • Damian to circulate a list of options for where to deposit the Redwood
    savings account money, for discussion and agreement at the June
    meeting.
  • Alex and Toni to explore options for changing electricity and gas
    suppliers to a cheaper evening / business tariff, also considering smart
    meters, contract break clauses and options to sell our energy back to
    the grid. To bring options to May meeting.
  • Maggie to combine the next graveyard tidying group with a Village
    Hall ground force group and to coordinate both activities for the
    village.
  • Alex to share details of the free Microsoft Office tools.
  • Bill to plaster and paint around the boiler.

Committee members and governance

As this was the first meeting of the 2025/26 cycle the trustees elected
committee positions for the new year, as follows:

  • Chair: Nick was nominated, seconded and accepted.
  • Vice Chair: Stella was nominated, seconded and accepted.
  • Secretary: Jess was nominated, seconded and accepted.
  • Treasurer: Damian was nominated, seconded and accepted.
    Re the bookings clerk, the committee agreed that Carol Hall would be
    approached to continue in this paid position, recognising the great job she
    does to advertise the hall and support bookings. In addition there are
    various options in play for automating aspects of the booking and financial
    reconciliation processes – Nick, Stella and Alex had recently attended
    presentations by other village halls committees which were highlighting
    the benefits of some of these automated systems. The committee
    therefore agreed to look at these options and, once the preferred option is
    agreed, Nick agreed to draft a job description to clarify aspects of Carol’s
    role, supported by some notes from Damian on the process needed to
    reconcile bookings and costs.
    In advance of the meeting Stella produced and circulated an induction and
    declaration pack for the Trustees. In addition, the proposed amendments
    to the Trust Deed of 1933 were also circulated, making some minor and
    considered amendments to the original Trust Deed, updating the
    terminology and showing the diverse nature of the charity. The proposed
    changes, which are set out in an annex to these meeting notes, were
    proposed by Stella, seconded by Nick Chapman, voted on and approved by
    the committee. Stella will now share this resolution with the Charity
    Commission with the hope that they will raise no objection.
    Devon Communities together have advised Stella that further documents
    will need to be agreed and uploaded to the Village Hall website, including a
    range policies such as: the financial reserves policy, health and safety etc.
    Stella volunteered to review, and coordinate our progressive production,
    agreement and publicising of these policies.


Finance

Damian presented the accounts for April, a copy of which are included as
an annex to these minutes. There is little to report so early in the year but
electricity costs are an order of magnitude lower than this time last year
thanks to the new solar panels.
The April cabaret was a financial (and critical and commercial) success but
the bar did little more than break even. The committee noted that future
bar events could charge more for drinks, reduce the portions of entry
drinks and limit cast drinks.
Damian has made some progress on considering where to relocate the

Redwood savings account monies. But he is yet to settle on a
recommendation. Damian will circulate a note before the next meeting
with some more information on the different interest rates and
interoperability of the various accounts – so a roll over action.
Now that committee positions have been resolved for the new year the
committee agreed that bank account access needs to be broadened. It was
agreed that the Chair, Vice Chair and Treasurer should gain access to the
bank account, all of which should now send Damian their full name, date of
birth, address and contact details so that they can secure access.

Grants

The committee has made some progress on supporting the lottery grant
application, which is the only grant application we currently have in train
and the primary vehicle for potential future upgrades to the hall. But
progress is slow and Alex needs support with framing the bid. The meeting
agreed a revised timescale of 1st June for all the committee to review the
document and draft answers to the questions posed.

Maintenance

The committee expressed thanks to Bill and Gary for building the fantastic
new benches, and to Claire for her dedication and energy in significantly
improving the village hall grounds.
Alex and Toni briefly updated on options for changing electricity and gas
suppliers to a cheaper evening / business tariff, also considering smart
meters, contract break clauses and the potential to sell our electricity back
to the grid. The action rolls over.
Alex has also looked at options for installing air-to-air heat pumps – this has
been added to the maintenance schedule in the annex to these minutes.
Bookings The bookings for July are included as an annex to these notes. All bookings
are also now being uploaded to the village hall calendar on the website.

Future events

  • Saturday 17th May, Nick’s quiz. Toni and Jess are helping on the
    door, Sue Fallows is preparing food with Stella’s help. Meet at
    6pm for setup, eyes down 7:30pm. Everyone please bring raffle
    prizes.
  • VE Cake Sale, 24th May, Carol and Molly are in charge, traditional
    WW2 cakes to be made please, fancy dress positively encouraged.

  • Sunday 15th June, Father’s Day BBQ. Nick putting together a band.
    Sara is catering the event. Nick to purchase a separate BBQ / BBQs
    for non-meat-eaters. Alex, Claire and Carol to advertise.
  • Saturday 21st June, Set in Stone, band performing. Pizza van 1
    wasn’t available but Claire is looking at Pizza van 2. Jess is making
    posters.

AOB

The committee noted the difficulty in keeping Tuesday evenings as the
default meeting as this clashes with bell-ringing. Going forward the
committee felt that the second Monday of each month was a good option.

Treasurer’s reportThe hall posted a surplus for the 2024/25 year and had its most successful year of income generation in many years. A detailed financial report is included as an annex and further details are set out in the Chair’s report, below. 
Chair’s ReportThe Chair delivered his annual report, as follows:Gittisham Village Hall has had a dynamic and community-focused year, marked by a blend of social events, infrastructure improvements, and strategic financial planning.

Here’s a concise overview of its key achievements:
Community Events & Engagement The hall hosted a variety of well-received events, including the popular Burns Night, regular quizzes, skittles evenings, talks, bingo, a Cabaret and a Father’s Day BBQ. Additionally, the weekly Community Kitchen continued to offer free meals every Thursday. Private bookings included 21 family celebrations, 4 retreats, 4 music rehearsals, a funeral wake and cake decorating.
These gatherings not only fostered community spirit but also contributed to increased hall bookings and revenue.Infrastructure & Sustainability Significant efforts were made to enhance the hall’s facilities and sustainability.
Grants were successfully obtained from the local councils that along with our many fundraising events, enabled the installation of solar panels and battery storage, upgraded insulation, a new cooker and kitchen equipment, a new gas water boiler, upgraded all windows and doors, aligning with the hall’s commitment to energy efficiency and fire safety.
 Outdoor maintenance tasks, including external painting, benches, gardening and chippings, ensured the hall remains in good condition.
Financial Management The hall’s financial position improved compared to the previous year, thanks to grants and fundraising efforts but still faced rising operational costs. At the end of the financial year, the hall’s bank balance was positive. 
Committee changes
Changes have included the departure of Hamish Hall as chairman after many years of excellent service, Janet Twiss as Treasurer, Sue Fallows, Terry Kitchen and Cordelia Woolf. New members joined including Jess Dentry, Toni Greenslade, Claire Pester and Damian Furniss as Treasurer.
Nick Chapman, Vice Chair, acted as chair following Hamish’s departure.Summary Gittisham Village Hall has had an outstanding year in terms of improving the hall’s facilities, ensuring financial health, building sustainability and fostering a strong sense of community spirit, while maintaining an active and committed group of committee members. Gittisham Village Hall has continued to serve as a vital hub for community activities providing a wide range of events and hosting a large number of private bookings.
Comments receivedFurther to the Chair’s report attendees commented on how splendid the hall gardens and new lights were looking and congratulated everyone who had taken part in the enormous fundraising efforts throughout the year. All regular bookers were asked for comment in advance of the AGM. Few comments were received but the fitness class noted how pleased they were with the new windows. The meeting expressed its gratitude to Nick for stepping into the Chair position in the middle of the year and leading the Hall committee so well through a consequential and turbulent period.
Election of officers
Those in attendance were asked if they wished to join the Parish Hall committee. All current committee members agreed to stand again with the exception of: Pierre, who is required to stand down from the committee as he no longer lives in the Parish; Stephen, who is moving to France. The meeting thanked these committee members for their time and effort, particularly Pierre who had served on the committee since 2009.As per the terms of the charity’s governance document all elected committee members are required to be trustees of the charity, and therefore all committee members signed charity trustee declarations. Stella will update the Charity Commission website with the names of the new trustees.The meeting observed that many people in the parish would like to help the village hall but not take on a position on the committee. The committee is considering establishing a ‘Friends of the Parish Hall’ group to facilitate this kind of involvement, and also made it clear that parish residents are welcome to observe committee meetings with advance notice.  
Hiring chargesHire charges were not discussed – they will be reviewed by the committee later in the year. 
AOBThe meeting inquired why the community kitchen is required to pay rent.  The committee noted that this question has been asked previously and will be kept under review – since its inception costs for the community kitchen have been borne by grants or benefactor donation. 
The meeting noted that the next meeting of ‘Devon Communities Together’ will be hosted at Gittisham Village Hall.
