Committee members and governanceNick has presented former committee members with presents, both of whom expressed their thanks. Thank you to Nick for organising this on behalf of the committee.
Nick set out the work he and Stella have undertaken to clarify and establish the new governance. The original governance document has been unearthed and was circulated in advance of the meeting, alongside a resolution to make minor amendments to update the document. Once the resolution is agreed at a meeting we will submit both documents to the Charity Commission. A third document – setting out instructions for how trustees and the committee will operate – remains in draft.

The committee discussed the resolution and agreed that some committee members would value more time to a) review the two circulated documents and b) consider all three documents as a package. To this end it was agreed for Nick schedule a further meeting between now and the AGM to agree a final draft of the resolution, a final draft of the instruction document, and therefore have all of the committee’s operating protocols agreed in advance of the AGM. Nick to schedule the interim meeting and Stella to circulate all three documents. The committee thanked Nick and Stella for their ongoing time progressing this important work. 
The AGM needs to be advertised. As per last year the committee agreed if the weather was good to hold the public meeting in the garden outside. Jess to publicise in the Baker’s Estate WattsApp group and Claire and Carol to advertise in the Gittisham Gazette. Damian to prepare accounts in advance of the AGM.

FinanceDamian presented the monthly accounts, a summary of which is included in the annex to these minutes. A thorough summary of income and expenditure will be presented at the upcoming AGM.  
The hall successfully finished the financial year with a year-end surplus of nearly £2k. This is the first year-end surplus recorded for three years, made all the more impressive for the huge outlay (£45k) on maintenance and material upgrades undertaken throughout the year. Very well done to everyone on the committee for reaching this significant milestone and thank you to everyone in the parish who has supported with the fundraising efforts. The committee also wanted to put on the record its thanks to Damian for marshalling the complicated end-of-year income and outgoings to reach this satisfactory conclusion. 
Damian updated the committee that all of the money in the Redwood savings account will be transferred to the current account, making this money significantly more accessible than the currently difficult to access Redwood. Damian is considering the various savings options that are in place in the HSBC banking suite and also with other banks. Damian to circulate a list of options for where to deposit the money for discussion and agreement at the May meeting.   
In other news Damian is now the primary user of the banking current account meaning he can add others to the account as necessary. We agreed to clarify which other committee roles should be granted access when we agree the constitution and committee positions at the upcoming AGM. 
The new solar panels have already led to a marked decrease in electricity usage and cost. In addition they have raised the possibility that we can profitably renegotiate our existing contracts with electricity providers. The committee discussed the current electricity and gas contracts (both of which still have some duration to run) and the possibility of transitioning to an electricity contract that is cheaper in the evenings. Until we have clarity on this there is little point in continuing to chase the installation of a smart meter with our existing provider. Alex and Toni took the actions to explore the various options, including contacting the existing supplier to understand break clauses – thanks to both.

GrantsBoth of the EDDC and DCC grants have now successfully concluded – thank you to Alex for liaising with the councils and the various workmen who completed the installations. Damian needs to follow up with the hall insurer about how the batteries and solar panels on site may amend the terms of our contract and our insurance premiums.  
The grant for national lottery funds has been circulated by Alex but needs more input from various committee members. We agreed to set a deadline of the May meeting for committee members to access the google document, make suggestions and where possible contribute draft answers to the various questions.

MaintenanceAlex has tweaked the boiler setup to ensure that the water heats up a little more quickly. Alex also painted the side of the village hall under the new boiler flue – well done Alex.  
Thanks to Claire we have received more extremely helpful donations to improve the hall site. MKM has donated £500 worth of materials: a dumpy bag of chippings to go around the fire escape and alleviate trip hazards, ten litres of white paint, a new toilet seat for the Gents loos and £200 worth of timber to build a garden bench suitable for wheelchairs and mobility scooters. The trader is keen to establish a good and lasting working relationship with the parish hall and Claire is writing a thank you card on our behalf. Well done Claire for the sterling work. Much of the improvement has already been delivered thanks to Claire and Gary and the outdoor space is looking fantastic. The bench still needs to be built – Jess took the action to organise for Mike to do this for the Hall, thank you both. 
There is lots of material on site that needs to go to the tip including wood, tyres and glass. Claire is coordinating. There are also a number of sheets of asbestos that need sealing in plastic and paying for at the tip – Stephen took the action to ensure this is completed before the end of April. 
A private booker has offered to pay for the garden at the rear of the hall to be levelled. The committee was pleased to accept this generous offer, which will take place in May. Claire to coordinate the works.  
The committee approved various other maintenance actions: exchanging our potted yew trees for new plants, buying / making bunting and purchasing new parasols for outdoor tables.

The committee discussed the various tiers of booking fees currently received and agreed to the pricing structure for the coming year at an upcoming meeting.
The committee has researched the option of advertising the hall as a flexible working space and decided not to pursue this further at this stage.
Future eventsAll eyes on the upcoming cabaret. Posters were distributed for everyone to disseminate and a big push on securing tickets is needed. 
A temporary event license has been purchased. Maggie, Stephen, Nick and Alex are in the cabaret and so will not be able to do much of the on the night support. Jess, Claire, Toni and Damian will be attending to run the door and the bar. Hamish is buying the booze and Damian will liaise with him. Claire is buying individual ice creams. Alex will bring extra fridge space. Claire to ask Len if he will support on the bar. 
Other upcoming events below but we did not have time to discuss them properly and will need to flesh out at the next meeting:Saturday 25th April cake sale (same day as the cabaret), Alex is in charge. We discussed 17th May, Nick running a quiz. As we next meet on the 13th we would need to progress plans for this in advance of our next meeting. Sunday 15th June, Father’s Day BBQ.Saturday 21st June, Set in Stone, band performing. 
Potential future events:Trader’s social, perhaps in July, meet and mingle with traders. We liked the idea and discussed various ways we could cover costs. Skittles. Hardy talk / gardening talk / astronomy talkSpanish event

Harriet Harrison (Agg-Manning) would like to thank all those who supported her in running the London Marathon in aid of Hospiscare and in memory of her father, Nick. She raised just over  £5000 thanks to the donations from so many!
The Gittisham cabaret



Did you have a PREEMIUM ticket for the cabaret? Did you enjoy the complimentary snacks? Or do you need refund from the “no laughter-no fee policy”? A truly professional event with some incredible performances by villagers and supporters of the parish. Who can forget Barry and his Thomas the Tank notebook, the talented dancing grannies or the poor couple in the red car that got forced into a ditch? Whatever your thoughts, a whopping £1200 was raised for the hall, so thank you for coming and putting up with it all. Well done for drinking so much beer too! Thank you to all those who helped out behind the scenes to ensure this was one of the best cabarets Gittisham has ever seen. The Village Hall Committee have several events coming up over the next few months – keep an eye on the WhatsApp, Facebook and website pages for details.


Gittisham Needs You… …to bake a cake with a war time or VE day theme. Time to dust off the old recipe books and hunt out the dried egg and lard. We’re hoping for an exciting selection and a chance for all to try out what cake was like before sugar and chocolate were plentiful. Come on over on the 24th May, enjoy some 1940s tunes and have a chat with friends. See you there!

Completely transformed into a perfect wedding paradise. And well done Village Hall Committee for all the hard work in the garden to make it look just right.




St Michael’s Church Julia Barratt   Our wonderful flower arrangers were busy on Easter Saturday transforming our Church as we moved from the solemnity and sorrow of the Good Friday Vigil to the Joyful celebration of the risen Christ on Easter Morning! The children helped to roll away the stone and tell Easter Story And Rev Robert blessed the water, and after we renewed our baptismal vows , sprinkled us all with it! On Easter Monday, the Easter Bunny appeared!  Professor Bumble keeping the children (and adults)          entertained for over an hour!     For further information contact Julia at Tel 07763 111367

Gittisham Parish Council MAY 2025 Report

Five councillors met for the May meeting along with Richard Jefferies (DCC) and one member of the public.

Chair & Vice Chair. Carol Hall was re-elected as chair and Alex Rowe as vice chair for 2025/26.

New county councillor. Richard Jefferies was welcomed to the meeting as the new councillor for Feniton & Honiton electoral division. He said he was looking forward to representing the views of Gittisham parish residents at county level. Members said they would very much like him to help progress the lack of superfast broadband in Gittisham village. All paid tribute to the work of Cllr Phil Twiss who fulfilled the role from May 2017 until the recent election, and his strong support for the parish.

Finance. Members agreed the finances.

Crimes. No updates since the April meeting.

Planning applications.         a) 25/0856/FUL – 1 Church Mead, Gittisham EX14 3AH – Replacement single storey side extension with associated internal alterations

b) 25/0369/FUL – Roebuck Farm Weston EX14 3PB – Proposed MOT station, hard-standing and widened access track (retrospective application).

Councillors had no objections to a). Regarding b), the parish council was made aware in August last year by a parishioner of a previous application for change of use at Roebuck Farm. This application was subsequently withdrawn. Although Gittisham is the adjoining parish, part of the track which serves the proposed change of use is in Gittisham parish. Councillors expressed their disappointment that a change of use appeared to have gone ahead, and objected to this application which risks increasing vehicle movements in the surrounding area.

Road closures. 4–6 August road through Alfington closed for Wales and West Utilities work.

Honiton Rugby Club. Councillors heard that East Devon District Council have released £200k of S106 money to Honiton Rugby Club for improvements to floodlights and drainage. Work should start this month for completion by the forthcoming season. Part of this sum was a contribution from Baker Estates to Gittisham parish, which the parish council offered to Honiton Town Council to spend on sports activities which would benefit Gittisham parishioners.

EDDC Local Plan. Councillors discussed the possibility of engaging the services of a planning consultant to represent the parish council when the Local Plan examination comes forward later this year. David Valentine said in its submission to the public consultation, Broadhembury PC had taken legal advice from a consultant who, on its behalf, challenged both the soundness of the plan and raised objections to what was being proposed.

Village play area. Councillors Adam Powell, Andrea Rye and Peter Orchard had attended to the items highlighted in the annual safety inspection report. Andrea Rye said some cherry trees could be trained along the back wall of the wild area by the bee hotel.

Next meeting. Thursday 5th June at 7.30pm in the parish room.

The Chair and Cllr Valentine declared an interest in agenda item 9a) (minute ref. 187/24a) as they are shareholders of Gittisham Community Land Trust.

The clerk said EDDC had replied to her enquiry regarding ward member representation.  She understands that Gittisham’s current make-up is in line with NALC’s recommendation.

184/24 To receive reports from County Council and District Council representatives

Cllr Twiss explained that this was his final Division members’ report for this version of Devon County Council, where a new, much different in member composition, (largely due to around half of councillors retiring from what at times can be an unforgiving role) that will be elected on 1st May.  He thanked councillors and members of the public for the support that they have given him in the last four years. This has seen a huge amount change taking place, as we emerged from Covid and continue to recover from that dark time, set against a background of a severely underfunded local government sector facing huge challenges to fulfil its statutory obligations, particularly in adult, children’s and highways services.

Cllr Twiss said his report was limited and of a factual nature only, given we are currently in the election regulated period or ‘purdah’ which restricts what councillors can and cannot say or do. The period ends on 2nd May following the completion of DCC elections.

New Domestic Abuse Support Service launches

A new integrated Domestic Abuse Support Service has been launched by Devon County Council, and it aims to transform how people in the county access and receive support.  The service will be provided by the Devon Domestic Abuse Alliance, a partnership of seven local organisations: North Devon Against Domestic Abuse (NDADA), Encompass Southwest, CoLab Exeter, More Positive Me, The Olive Project, CRAFT Training and Development and Surviving Abuse North Devon.  Each partner brings a wealth of expertise, which will help ensure that those in need of the service, their friends and families as well as professionals receive the right advice, information and care at the right time.  At the heart of this approach is My Story, a person-centred approach led by a dedicated support team, which aims to avoid individuals being referred to multiple services and then asked to share their traumatic experiences multiple times.

The service will include:

Children with EHCPs allocated places in their first-choice mainstream school

One hundred per cent of families of children with Education Health and Care Plans (EHCPs) have been allocated places in their first-choice mainstream school from September.  Families sometimes request that DCC considers specialist education alongside mainstream provision, and where specialist provision was requested by families, 87 per cent have been allocated places suitable to their child’s special educational and disability needs. Thirteen per cent were allocated places in their mainstream school of choice or their nearest suitable school that can meet their child’s needs.

The latest figures follow DCC’s announcement earlier this month describing an overall increase in the number of families being allocated their first choices of Devon secondary school places for September.  Seven thousand, three hundred and ninety-eight allocations were made in total for places at Devon mainstream secondary schools this September.  In allocating places for pupils with EHCPs, DCC first consults with the requested school or other setting to ask if they are suitable in being able to meet the child’s needs, and whether they have space. DCC considers the schools’ or settings’ response against a legal criteria as well as the parents’ preferences before making a decision to determine a setting by name (of school, for example) and/or what type of setting or provision to name on their EHCP.

DCC to maintain Free School Meal vouchers as support fund reduced

The Government has confirmed a 11.87% decrease in this year’s Household Support Fund allocation.  The Fund, operating since 2021 and now in its seventh round, was introduced to help individuals and families that are struggling financially with the rising cost of living, such as the costs of energy, food, and other essential household items.  Over that period, DCC channelled its allocation of Household Support Funding into providing a range of support, including the provision of Free School Meal holiday vouchers to families with children and young people who are eligible free school meals during term time.

Citizen’s Advice Devon has used some of DCC’s allocation to support households that use pre-payment meters, often paying higher unit costs and digital meters to help them afford and budget for their energy usage.  Devon’s district councils have used their allocation of the Household Support Fund to support older residents and individuals known to be on low incomes and/or claiming certain benefits, and who are struggling with the high costs of living.  The Department of Work and Pensions’ decrease means that where last year, DCC received £10.1 million, this year Devon will receive £8.9 million.  Cllr Twiss said the impact is likely to hit some of the county’s most vulnerable residents, at a time of continued high prices for food, fuel, and other essential household items.

DCC has confirmed that it will maintain the Free School Meal holiday vouchers, at the same £15 per week per eligible child level, for this Easter and May half-term holidays.  Beyond that though, with Devon County Council heading towards local elections on 1st May, it will be a decision for the council’s new administration as to how it will allocate the reduced purse to its partner organisations that support people struggling with the cost of living.

In his absence, Cllr Bruce sent the following report: “It’s becoming harder to know what to say with the avalanche of planning applications hitting this little corner of Devon. With this Labour government it’s fast becoming the Wild West of planning, with previously sound reasons to object being swept away, and scant regard to the impact our  fragile communities are going to have to deal with. With this frantic push for housing numbers, long cherished, and hard-won, characteristics of our villages are under threat like never before. If these targets are achieved, they will alter the very fabric of our countryside permanently. Which is why I always ask anyone who emails me concerning a planning application to take part in the consultation process with EDDC, and encourage others to do the same. Whilst we are forced to put forward all the obvious reasons to refuse, and then watch in horror as they are summarily dismissed, I still believe weight of numbers can count with the committee. There is little left to say at this point other than to keep fighting at every opportunity wherever we can.

“It seems a bit irrelevant to follow the above with a comment on the upcoming devolution of your district and county councils, but I mention it here as I believe, although not mentioned in the white paper, parish and town councils may be required to take a greater portion of the areas of responsibility currently placed elsewhere. The short deadline required by Government has meant those involved scrabbling to come up with a plan, rather than have a solution imposed on us. Make no mistake, there are going to be profound changes to the way local government works. My fear is that these changes will reduce services, and levels of responsibility and accountability. Devolution it is not in my view.

“Sewerage issues are once again in the news, and not just in Feniton, but across the South West. The figures recently released make for shocking reading. We seem to be going backwards in terms of water quality. I have given up swimming in the sea after contracting a serious illness the medical profession suggest I picked up there. These are pursuits we used to, and still should, take for granted. We should expect and demand that our elected representatives who have some level of control over this do far better than they currently do. I believe the state our water quality now is in brings shame on our country.

“Finally, I thought I’d share with you some recent emails from Highways with you. This followed a series of complaints from Highways regarding some recent repairs. The first was where a large culvert was replaced after waiting for three years! You imagine the bewildered surprise of the locals when they saw the input grate to the culvert had been placed some 8 inches above the catch point for water rushing down the road. When this was pointed out to the engineer, he emailed to say ‘hopefully it might catch some water from time to time’. That’s like a NASA engineer saying ‘let’s hope the engines fire on re-entry! The last one was a doozy when I got a reply from Highways saying ‘the road condition was not to our preferred standard, but no repairs will be undertaken at this time’. My complaint has always been that it doesn’t matter how much money a government throws at the state of our roads, there is a fundamental problem with how we do these repairs. The above two are just a couple of examples where ratepayers’ money has been wasted and are only a mile apart. Multiply that across the country and it’s obvious there must a catastrophic waste of money going on. Finally I’ll leave you with a recent repair near me where Highways filled a long repair by the side of the road. Did they use tarmac? Why do that when soil will do just as well!”

Cllr Twiss left the meeting.

185/24   To consider the hedges along Hayne Lane / Devonshire Road

Members heard that a resident had complained about the level of hedge cutting along this stretch of road, which they considered to be drastic.  However, councillors agreed that the cutting had been done outside of the nesting season, and now appeared to be growing back.

ACTION: Clerk to respond to resident.

186/24   To receive a report on the EDDC Local Plan and consider contracting a planning consultant

Cllr Valentine said he had formally submitted the parish council’s objections to EDDC’s Local Plan, and indicated that the GPC would like to be engaged in the process when the examination in public takes place.  He explained that Broadhembury PC had taken a different approach, and challenged the legal basis for the work done on the plan, after seeking advice from a planning consultant.  Members agreed with the Chair’s suggestion that a planning consultant should be invited to a future meeting to allow councillors to discuss whether someone representing the parish council would be an appropriate course of action.

Members heard that some parishioners had found the template letter helpful in submitting their comments to the Local Plan, and the Chair thanked Cllrs Rowe and Valentine who had drawn it up.    

ACTION: Clerk to contact Broadhembury PC to enquire about consultant advice.

The Chair and Cllr Valentine left the meeting.  Cllr Rowe took the chair.

Cllr Powell said he had spoken to somebody at Virgin, who had advised him to make enquiries with Wildanet who specialise in rural broadband.  Cllr Powell agreed to get in touch with Richard Foord MP, as it has been almost a year since he met parish council members to discuss broadband.

No planned works proposed for foreseeable future, although maintenance and safety checks of overhead power lines will close roads north of the parish in late April, said Cllr Orchard.

Members discussed whether it would be necessary to reseed the area at the bottom of Old Elm Road, where travellers have appeared in the last day or so.

Cllr Valentine said the Gittisham CLT board would be meeting on 23rd April.  The deadline for the extension of time on the planning application expires on 6th June.  Survey work which was being required for the revised application has just been done and therefore there will be a report which can go to EDDC prior to 6th June.    

  • To consider the creation of a footpath linking Hayne Farm with Gittisham village

Members concluded that any progress on footpaths would be more likely to happen once the allocations in EDDC’s Local Plan had been decided, and so it was agreed to take this off the agenda for the time being.

  • To consider the refurbishment and maintenance of the village play area

The Chair thanked Cllr Powell for his donation of a Tom Putt apple tree.  Members discussed the work arising from the annual safety inspection, and noted that one of the swing frames was beginning to show its age.  It was agreed to ask one or more of the new councillors if they would get involved in carrying out some of the tasks identified.

ACTION: Cllr Powell to arrange a working party with Cllrs Rowe, Orchard and the new councillors.

ACTION: Clerk to ask safety inspector for advice on signs for the play area.

  • To consider work to be carried out by the lengthsman to maintain ditches and drains in the parish

The Easter Bingo and cake sale were enormously successful raising over £1000 towards our much needed kitchen upgrades. You may have noticed we have been working hard to make improvements to the hall and this would not be possible without your support, so THANK YOU! Our local thespians have been putting the final flourishes to the cabaret! A show, the likes of which has never been seen before!April 25th, 26th from 7pm. St Michael’s Church

Julia Barratt We’ve been busy in the Old Churchyard. Spring is here and primroses have replaced the snowdrops and Paul Wakely assisted by Maggie has set about creating a new seedbed for wildflowers in the Old Graveyard. This turned out to be quite an undertaking involving ‘scarifying’ the ground and much raking. But look what they found! It looks older than our mostly C18th gravestones, so we are hoping we might be able to find out a bit more about it. For further information contact Julia at Tel 07763 111367      


Village Playground Wild Area  A warm welcome to our newest arrival in the wild area, Tom Putt. It was planted this month by Adam Powell, who said “the Tom Putt is my favourite apple, to look at. It is ripe in September, with beautiful red striped tones on a light green background, it looks like an oil painting of an archetypal apple. The story goes it was bred by Reverend Tom Putt, who lived at Combe House, there is an Orchard of Tom Putt near Putts Corner, by the Hare and Hounds, and now I have planted a young tree in the playground orchard.” Tom Putt apples make fair cider, they are best blended with other sweeter varieties like Morgan Sweet and, could make an early cider for Christmas in the same year. But Tom Putt cooks well, and at peak ripeness is sweet enough to eat. Hopefully in a few years, we will be able to put this good-looking all-rounder to the test. The tree was generously donated by Tom Nanncarrow who runs Adams Apples, thanks Tom. The village playground wild area is looking very lovely now and is a great place to sit with a picnic or hunt for flora and fauna. The fruit trees there were all donated and planted by people from the village and now form a beautiful community orchard for all parishioners to enjoy. The slide tower was paid for with a Lottery grant and the wild hedge was donated by the Woodland Trust. There are bird and insect boxes provided by the Devon Wildlife Trust and a bench with a view to admire it all from. If visiting by car, park by the phone (AED) box and walk along the riverside track to get to the playground.  Bring a picnic or use the brick barbecue, enjoy a game of table tennis or a relaxing swing in the birds nest.  

Gittisham Parish Council APRIL 2025 Report

Five councilors met for the April meeting. Phil Twiss (DCC) and one member of the public were also present.

New domestic abuse service. Phil Twiss explained that a new integrated Domestic Abuse Support Service has been launched by Devon County Council, and it aims to transform how people in the county access and receive support. The service will be provided by the Devon Domestic Abuse Alliance, a partnership of seven local organisations. Each partner brings a wealth of expertise, which will help ensure that those in need of the service, their friends and families as well as professionals receive the right advice, information and care at the right time. At the heart of this approach is My Story, a person-centred approach led by a dedicated support team, which aims to avoid individuals being referred to multiple services and then asked to share their traumatic experiences multiple times. Is pale and light and the whisk leaves a trail.Using a large metal spoon,

Gradually and gently fold the flour,cocoa,water into the mixture until evenly mixed.

Gently pour the mixture into the tin and lightly level the surface.Bake for 8 -10 minutes until
Wwll risen, and firm to touch.

Whilst the Swiss roll is baking,place a large piece ofof baking parchment onto the work surface and dust with icing sugar.

As soon asthe cake is baked turn out onto the paper, removing the parchment the Swiss roll 
was cooked in. Trim the edges of the cake and make a score mark a 1 inch in from
the shorter edge.

Place a sheet of parchment over the Swiss Rolland roll up from a
short end, with the parchment inside and leave to cool.

While cooling, mix up butter Icing. When cool carefully unroll, remove the paper and spread icing and re roll

Chocolate Brownies

Preheat the oven to 180/160 Fan/Gas 4

Grease and line an 18 x 28cm (7 x 11 inches) tin.  Bring the lining paper up a good 5cm (2in) above the rim.

50g (2oz) dark chocolate

110g (4oz) butter

2 eggs, beaten

225g (8oz) granulated sugar

50g (2oz) plain flour

1 tsp baking powder

¼ tsp salt

110g (4oz) chopped nuts

Break the chocolate into small pieces and melt with the butter over a pan of simmering water.

Away from the heat stir in all the other ingredients and mix well.

Spread in the lined tin.

Bake for approx. 30 minutes until a skewer comes out just clean.  The mixture will firm up on cooling, so don’t overcook.

Leave to cool in the tin for 10 minutes then divide up and finish cooling on a wire rack.
